Windshield wipers stopped working on my '85 chevy s-10 pick-up?

One day I went to turn on my wipers and they didn't move, I flicked the switch on and off, one or twice and they came on. About 2 weeks later, it's raining again (live in FL, so rain is frequent to say the least) go to turn on wipers and nothing... so I do the same thing as before, switch them on and off.. they move about an inch from their normal rest position and stopped.. haven't moved since.

What could this be and how do I fix it? If I turn the switch to high, I can still hear the motor trying to move them, so don't think it's that. Asked a couple people and they said theirs a screw type piece at the base of the wiper arm, where it connects into the hood... that can go bad. Not sure what the problem is? But driving to work in the rain with no wipers is getting old and a bit dangerous. Hope it's not expensive, heh.
