Windows XP boot from CD leaves me with a flashing screen?

Im working on my parents' computer cause they dont really have a clue about it.... anyways, it stopped working and they thought it was the monitor going dead but i know its not, so I tried to do a full reboot from CD.

I went into the BIOS and made it load straight from the CD-ROM because otherwise it would get stuck on the startup menu But now it starts up and checks everything then says something like "starting Windows setup", then it goes to a brightly colored flahing screen. First it was yellow and white stripes, then it was blue and green stripes, and this time it was grey and white stripes.

I dont know what brand all the hardware and stuff is cause this guy made it for us special so im guessing its a bunch of junk thrown together (since he knew my mom wouldnt know the difference) and weve had all sorts of problems with it.
but if it was the monitor then how would it show the other stuff just fine before that point? like the screen when windows is booting and loading

The monitor or graphics card is fried.
Try the monitor on another PC, if it works then it's the card or cable.
If it doesn't, it's the monitor.

Try a different monitor, if it doesn't work it's the card or cable.
