Windows will not load. nothing helps. format HDD, safe mode, dskchk, fresh install etc?

Here's the deal. Ive got a toshiba A305-s6898 Laptop that will not load windows. It gets to the "starting windows" screen and will go no futher even after a hdd format and new install ..

After many failed atempts using system restore/repair I decided I needed to start over so I purchased and installed Windows 7 home prem X64.
for the install I did the following.
:I First formated the hard drive to remove all windows and files.

:I then installed Windows 7 home prem X64. Install was successful, But still will not boot windows past the start up screen.

: I then ran a dskchk c: /r and it showed NO errors of any kind.

: I then ran a memory diagnosis and it also came back with NO errors.

: I then used windows start up repair and once again it found an issue it could not repair. ( report below)

What type of issue does the sound like? Since the HDD and memory check out fine I figured it was a sofeware issue, But now I believe my hard drive is bad.

It seems to me that if the hard drive was bad I would not be able to format and install windows, And chkdsk would show errors???

Should I replace the hard drive or what do you think the issue is most likley?
