Windows Vista Chatting using Network?

How do you chat with another computer on the same network.
Using Windows Vista. If possible without downloading any programs. Can someone please help!

I think in Vista you will need to download something in order to chat. In XP there was a way but that was removed. I made a application that does that. Of course it is free, small and uses little resources.

You can also look online for something that does that.
