Will WiMax run off of 4G AND 3G, or just 4G?

As I understand WiMax is installed on some computers, and that you will be able to connect your laptop to the internet through a 3G or 4G service provider. There is no 4G in my area, but is it true that the WiMax will run off of the 3G that is readily available? If so, how come I cannot get anything connection?
