Not initially. You'll need to get a SWI module from PAC-Audio.com or similar, and then a deck that supports steering wheel control.
 
I'm going to say no. My husband and I had a 2002 Monte Carlo with an aftermarket stereo and these are the things that didn't work (that I remember), keyless entry, alarm, couldn't reset any of the warning lights that came up, and I think it had volume control on the stearing wheel, but it didn't work. Hope this helps.

P.S. Try getting a stereo for your year make and model from a salvage yard.
