Will the NXE for the 360 possibly help with cooling issues?

So I've always wondered if MS would resolve the overheating issue because every time I watch a movie or play some games the fans in my 360 never seem to speed up but once I quit to the dash board they speed up right away and then when I go to watch the dvd or play a game while the fans are at a higher speed they quickly slow back down. I think this is mostly the reason with overheating issues so will the NXE have better cooling management or is that built into the 360's hardware?
