yes, cardio... which is what you are doing riding the bike... will help you tone your legs and lose fat
the 2nd part about how much you will lose varies from person to person, but i would say a lb or two every 2 weeks is manageable...
3rd part, this would depend on your genetics, some girls just have large legs, others have chicken legs... it will depend on your routine, but i would suggest mixing up your routine with some running and/or swimming
4th, strength training will help, but i would focus more on the cardio... do that 3 or 4 times in a week and use one day to do strength training (using weights and such), the other 2 days are rest... but make them days that are not next to each other, like a thurs. and a monday...
5th, refer to 1-4... pay attention to your diet, and good luck
