Will putting speed governor in P-platter's car help save the lives of our young friends?

It is hard to comprehend the sorrow and grief the parents of the young kids killed in cars have to cope with.

will it be a good idea that speed governors, which can help keep the speed of the car at safe range, should be installed in the cars driven by p-platters?

if not, do you have some ideas which will keep the teenagers safe?
 
governor do keep speeds down but in emergencies when fast maneuvers are needed. I disabled my governor and i'm only 17. speed isn't a factor its mistakes at speed.
