dude thats only for tethered jailbreaks and nobody even uses tethered jailbreaks. and to answer your question, NO jailbreaking fixes the ipod apple broke before you bought it.

I have heard that if the battery gets under 10% it wont work. I'm just making sure that nothing will happen to it so i know to do it or not.
 
No it will not ruin the ipod. it is safe but make sure you download the jailbreak from a proper website and not a suspicious or malicious looking site.
