Will I be able to breath underwater if I cut lines into my neck like a fish has?

those are gills. fish don't have lungs, it's a whole other anatomy

I want to learn how to swim but I don't want to risk drowning. I noticed that fish have lines in their necks so I thought that if I cut lines int neck like that I'll be able to breath underwater?
