will cycling (low resistance) make my thighs and calves bigger or slimmer?

i know this question has been asked a couple of times but the answers are all mixed so...
im 13, 158cm (5ft 3) around 42kg
my upper body is pretty ok, but then my calves and thighs are just,,,ugh
im wondering if cycling will slim then down? because im not actually overweight or anything, so would stationary cylcling on low resistance for around 20minutes each day slim them or make them larger?
