Will cell phones be regulated by a climate change agreement?

There are about 2.6 billion cell phones in use worldwide. If we use the iPhone as a model, for every 5 hours of talking, a cell phone consumes 0.02MJ of energy. So, the worldwide cell phone energy use for each 5 hours of talk time is equivalent to 1.5 million liters of gasoline. If we assume a person uses up 5 hours of talk time in 2 days, then the yearly cell-phone energy use would be around 275 million liters of gasoline.
