Will Better Video Card Help W/Digital Photo/Video Editing (and burning to DVD)?

I have a single core 2.67 GHz Pentium 4 w/512 Mb of Ram and a crappy video card... should I even bother...?
btw... I would be working with AVCHD and MPEG2 and MPEG4, thnx
