Will Bell TV offer free locals?

In the recent Broadcasting Regulatory Policy CRTC 2010-485, the commission issued a challenge to BDU to offer free locals in exchange for relief from any future compensation related to the proposed local television signal compensation regime.

Do you think that Bell TV will have the guts to offer new and existing off contract customers a free local package?
