It's actually the legislature that delivered a plan that doesn't meet the federal court's requirement; one theory for all the delay is that the state is trying to force the feds to come in and take over our state prison system. That way, when these people run for reelection, nobody can accuse them of releasing 50,000 criminals; they can blame it on a federal judge.
