If you downshift on a dirt bike too fast (too high an rpm), will the rear wheel lock up on you, like it would if you downshifted a car too fast?

no it wont it only slows so the engine can match the wheel but no it will not lock up

Yes, it will definately lock up.
t's called engine braking, and is caused when you downshift too fast or two early, and the engine does not have enough time to increase the revs to match the speed, so it locks up
