Will a judge ever grant child support to the non-custodial parent?

If the non-custodial parent has visitations every other weekend, and no job, and the full time custodial parent works full time, would a judge ever order that he/she pay the jobless parent child support?
Thank you to the answerers who put actual THOUGHT into their answers and THANKS ANYWAY to the retards who get all worked up and answer with their emotional guesswork. I didn't ask if you agree or not with the logic either way.
And I AM NOT EITHER PARENT in this scenerio. I am concerned for my friend who is a single parent who has been led to believe this was possible. I too thought it was not but don't like talking out my a$$ like some.
 
um..NO..the person with the child gets the money..period. no one else deserves anything..get a job!
