Will a car with lowering springs and 19 inch wheels drop even lower with 12 inch wheels?

I am worried about this car dragging the front bumper in the snow.... It sits six inches off of the ground but the tires rub so I need new tires and wheels, I am going to stock 17's so if it is a six inches from front bumper to ground will it lower with the 17's
