Why would Vince Mcmahon announce Ric Flair as the GM of Raw?

I mean he was recently punted by RKO. So that should keep him out for a month or maybe two.(kayfabe). So to me it wouldn't make much since. And it would make Ortons punt look like a joke.

BQ: Other than Flair, who do you think could be the new GM of Raw?
 
I don't really want Flair to be the GM. But he's cool I guess.
Other than him I would accept:
Ricky "The Dragon" Steamboat
Eric Bischoff
Shane McMahon
