Why would computer not regoznise the bluetooth device on computer?

As in when I insert the bluetooth usb thingy into usb port it lights up but computer tells me it isnt recognise the device
What I mean is why is it when I put it in the blue light is on but computer still doesn't recognise it what am I doing wrong software is installed on computer
