Why would a restaurant say that the cash value of a coupon is 1/20th of one cent?

I was looking at a coupon and it said that the cash value is 1/20th of a cent. Most places claim no cash value with coupons so I'm curious to know why would they list this price. Could you actually claim a cash value when it is impossible to produce?
 
That way someone does not try to sell it for what it says you can redeem it for. If you had 20 of the same thing the most you could sell it for is .01$.
