Why won't toyota avalon recognize key?

My dad's avalon isn't recognizing the key. I charged the battery and everything. But when I get inside, the car won't start. The "no key" icon keeps flashing. Anyone know why this is happening and how to fix it?
It is really cold outside. We had about 6" of snow on the ground. Not sure if this has anything to do about it.
