Why won't the turn signals/hazards work on my 1998 Jeep Cherokee?

I've tried just about everything: I replaced the flasher--didn't work. Replaced the multifunction/turn signal switch--didn't work. Replaced many fuses, but they keep blowing. The bulbs are in working order, so I know that it's not a blown bulb. What could it be? Help, please!
 
Does it blow the fuse with all of the bulbs removed? If not there may be a defective or mismarked or wrong bulb causing a direct short.
 
Sounds like a short in the wiring. Take out all the bulbs and turn on the left signal. See if it flashes faster or blows the fuse. Do the same for the right. If the fuse doesn't blow in either situation, it's a socket for a bulb.

If it does blow the fuse, you will need to do a continuity test for eack wire.
