Why wont my pocket bike start?

My pocket bike will not start. Ive taken it apart and it will start if i put starter fluid into the carborator. But when i put the gas tank back on it wouldnt start. i put the gas/oil mix in and tried more starter fluid.
The gas proportions could have been wrong im not sure, would that clog it? I don't know when the choke is on or off. Is there any way of telling? There is no fuel filter and i don't think it has a petcock valve. Thank you for the help
 
Is it getting fuel to the carb? You say when you load the carb up with starter fluid it runs, but when you put the tank on, it does not. Is there a vacuum line from the petcock on the tank to the carb that maybe was forgotten? Is the fuel filter (if it has one) clogged? Is the fuel mix in the correct proportion? If the engine starts with one type of fuel but not the other then the problem is localized to something either with the fuel or fuel flow.

Im just going to list a few possible problems and solutions.
Fuel getting into the carb ?
Blocked jets in the carb ? Take the carb off the bike , split the carb , unscrew the jet's blow through them. If their blocked get a air blower and blow through them or get a needle and put it through the jet , unblocking it.
Faulty Spark plug/connection? Take the spark plug out check if its oiled up, if it is get a wire brush , clean it. Put the spark plug back into the HT lead hold the spark plug so the end of it is touch a part of the engine so it has a earth ( hold the spark plug by the rubber , so you don't get a shock) kick the kick-start , if their is a bright spark its 100% not you're spark plug , you can put that back in.
Try and start it without starter fluid , you may be flooding the engine , causing the spark plug to oil up.
Have you got the 2 stroke mixture right ? I'm assuming it is a 2 stroke bike as you wouldn't need to mix the gas with any other oil other than 2 stroke oil. Obviously ! :-)
