why won't my fighting fish breed?

i had my female in a jar in a tank which had the male in it. he swam around her jar very interested and her vertical bars were showing, so i put her in with him. he has not made a bubble nest yet, but he doesn't attack her like she is a threat. what do i do?

Never did betas but usually if you'll give them like pieces of ham they'll go in to there breeding colors.
