why wont my computer download anything?

everytime i try to download something too my computer it says there's no space available. but when i check my c drive it says I have 40gb left it might have viruses im not sure but now i cant download anything at all to find out. my sound card also is messed up i think it might of burned out when I had viruses last time but would it help if i just reinstalled my windows would it refresh my computer? thanks
