Why won't my car start?

My fuel pump not engaging is usually the problem with my 94 Civic DX coupe, but today my fuel pump started, but the car would not turn over. I have a half a tank of gas, and now the car is making a weird slow "trying to start" sound. This is after trying to start it like 10 times. Could I have flooded the engine? What do you think the problem is?
