WHY WON'T MY CAR START?

I came home from work for lunch and had my car shut off for about 20 minutes.
I came back out and my car wouldn't start. I didn't have any lights on or anything.
We hooked it to the jumper cables and my mom's b/f added water to my battery because it was low.

We left it hooked up for about 20 minutes, why isn't my car starting still?
My car is a 2001 Impala. The battery can't be too old.
 
If the engine won't turn over with the starter, it could be several things such as dirty battery terminal connections. If it turns over but won't start, it could be other things like tune up or electrical issues.
