WHY won't google let me create an email account without a cell phone?

I created an email account with Google and was not asked for a phone number. As a matter of fact, in any other webmail I was never asked for my phone!
You must have visited a Phishing site. A fake site that will ask your private details and steal them from you. They don't just steal Credit card ID but identity also, so beware.

I wanted to get a youtube account.
BUT
they REQUIRE you to have a GOOGLE account
