Why won't AT&T unlock my HTC FUZE?

I am about to buy the HTC FUZE from a friend. However, he has AT&T and I have Tmobile. He called AT&T to unlock the phone. He gave them the IMEI and they said they weren't able to unlock it. Is there something wrong? or do you think that they are just not wanting to give the unlock code?
 
Hey you can unlock your HTC FUZE using the codes.
This unlocking code will be provided by your network provider.
If you cannot get it from network providers, you can get it from online providers.
I found an unlocking service at Wickedunlock.com .Through this you can unlock your mobile easily.
