Why won´t the time clock in my 1999 ford escort keep correct time?

When the ignition is switch on the time clock in my 1999 ford escort keeps perfect time with the ignition off it runs haywire also the immobilizer light below the clock dosen´t blink very bright any more could these problems be connected and if so whats wrong?
 
Wiring problems, the only reason clocks should not keep time is if they are wired wrong or if the battery is disconnected or dies.
