Why will my 1994 Cadillac Deville back brake will not work?

I just changed all 4 of my brake pads. But the back brakes will not work. There is no fluid going to the back brakes. The front brakes work though.
Could someone plese help me?

Bad or clogged proportioning valve or clogged brake lines.

did you bleed our lines after you changed them ? have someone pump the brakes but remember to start at the back pass wheel
