why when i install my adobe flash player it doesnt work?

i downloaded adobe flash player and when i install properly my mac wont make an application it will stay as an installation package why is that? does anybody know what to do in that situation ??

1) i download
2)save on hard rive
3)install
4)it says installation complete
but it doesnt work!!!!!!
