Why was sex such a big concern in the 18th century?

And what was done to try and regulate or control it? Thanks for your help
in the 18th century in Britain. I'm trying to find out why sex was such a big problem in terms of excessive cosumption in the leisure society

Europe, North America, Asia....concern to the government, parents, religious leaders, teenagers....
