That would be like saying dont rebuild parts of California because of Earthquakes and fires. Also don't rebuild parts of Kansas and Oklahoma destroyed by tornadoes. New Orleans is a very historic city, it would a shame not to rebuild the city, just like it would be terrible not to rebuild San Francisco because of earthquakes

Until Katrina, New Orleans was great for the economy. It was and still is a popular vacation spot. I'm with n b on better hurricane protection.
