Why Sailor Moon Supers special was not dubbed?

What do you suppose is the reason Cloverway did not the Sailor Moon Supers hour long special or episode 131.5 as I like to call it.

I thought two possible reason is

1) The hour long format, how would they break it up into two 30 minute episodes? There are three stories told so where is the break, they could put a To Be Continued during "The Return Of Haruka and Michiru! The Ghostly Picture Show", maybe when the maid was strangle Michiru dangling on the balcany, that is the ideal part for a To Be Continued. Or they could put their foot down to Cartoon Network and say this episode is an hour long and leave it that. Since it wasn't in syndication, the need for everything to be 30 minutes was not that important.

2) The first segment was a clipshow of what has happened in the series. That would be a legal nightmare, either they have to redub everything from the first two seasons, causing continuous problems for fans, or have the legal nightmare of having to negociate royalties with DIC and the old voice actors, if DIC even allowed it all which would be unlikely.

A possible solution for both protental problems, is to cut out the first segment, and edit it so that right after Usagi and Chibiusa were talking about their new broaches, the conversation sudden shifts to Haruka and Michiru. And edit in any additional footage to fill out time if need be.

Anyone really know the reason? Is is a shame that because of that, it is the probably the reason it was not included on the DVD set. Also it was one of the best episode of that season.
 
I'll honor this question since it was asked intelligently with good reasoning.
You could ask the same question as to why we didn't get the Ami-chan no Hatsukoi Special with the Super S movie? What it amounts to is Toei seemingly only allowed the US the barebones rights to both the TV series and the movies. Which explains the lack of next episode previews, proper OP sequences (in terms of S and SuperS), and other nitpicky stuff **coughStarscough**.

If Sailor Moon were to get a proper re-license its a good chance the company would make sure to get the enter series and all the extra bells and whistles that came with it. A lot of fans say this is near impossible but I think its going to happen sooner or later. There are a lot of older shows getting revisions and new series and a resurge in popularity so right now only time will tell.

Well if we get a redub, if we could just the same cast and more importantly the same company with the license intact for the entire series than they wouldn't be any problems with the flasrabroadacks.

I do find it odd, that they dubbed the movies but not the pre movie specials. It would be like 4 KiRAB dubbing the Pokemon movies but not the Pikachu shorts, they should be consider past of the movie as a whole.

I do find one problem today with the modern day dubs, it is always broken into 30 minutes, even on DVD releases. For example, all of the Bleach double episodes are broken into 30 minute formats, the season one finale of Code Geass was suppose to be an hour long, but broken into two half hours. I understand for television airings, but it would be nice to get the original hour long formats on the DVRAB, like they did with Seinfeld.
