Why pay tax on Kindness to Animals?

I am interested in what people think and feel about this fact:

At 13years of age my pet cat was suffering and dying from advanced kidney failure. We took her to the Vet who put her to sleep (euthanasia) which seemed to be the kindest thing to do.

When I got the bill I was charged 17.5% VAT on top

Bottom Line: The Government charges us Tax to be kind to animals

(I have no interest in party politics and because successive governments have permitted this state of affairs I feel free to ask this question without there being any party political agenda on my part.)

What are your thoughts?

This is UK VAT (Value Added Tax)
The tax is entirely revenue for the government - not an optional extra such as disposal of the body.
