after i release the brake pedal? te master cylinder is new and all the wheel cylinders and calipers have been replaced, brake hoses are new, there is no spring under the dash on the pedal arm,i am stumped, could too much vacuum or too little cause this. it only happens with the engine running

I'll have to guess is a problem with the pedal pivot itself maybe. Did you check the brake pedal to make sure it is pivoting like it suppose too. Check for alignment and or bent brackets. Check for binding on the rod from the booster to the pedal. Did you bench bled the master cylinder?? does the piston on the master cylinder return after you push it in?? Did it take a bit of effort to push the master cylinder in to get the air out??
Good luck
