Why not build a bike path from Toronto to Iqaluit, Nunavut?

Why can't Canadians do this using pebble rocks so bikers who don't burn any fossil fuels can make the ground trip up north from Ontario to Nunavut?

Or you can have hydrogen-powered motor bikes and plant a powerplant with a generator every 400 kilometres along the way. The route could go towards Hudson Bay and then go north over the river into Nunavut.

And you can have helicopters drop food supplies at stations where the powerplants are and then without environmental harm, you can RIDE to Nunavut.

Why can't this be done?
I mean if the Inuit people approve of the project and sign onto it.
Also to generate electric power, you can build a dam on the edge of the Hudson Bay, and then make a small dirt road connecting the bike trail to the Hudson Bay where hydroelectric power service station is located.
Yes, make it a user pay road in combination with an incentive plan to reduce the user fee if you perform voluntary transportation services.
