why no sound from subwoofer if its getting power?

i had to have my jvc head unit repaired because it was completely dead and when i got it back i hooked everything up like it was before and the sub is not turning on. it has power at the amp but it is not turning on when it should...any ideas??

definitely not a fuse or connection...checked all that.
