why my ford mustang over heats with the heater on?

i have a 1998 ford mustang when its moving blows warm air but the hot air will start to get cold the temp gauge goes from cold to about half way then back down even after a while of driving and if i leave the car just ruining without driving its start to over heat and only blows cold air. any ideas and Ive already changed the thermostat
