Why my betta fish refuse to eat?

What size tank? How often is your tank maintenance? Is it heated and filtered? Are you immediately removing excess food?

Water quality problems will stress out a Betta to the point it goes off it's food. Make sure the water is well cared for, filtered and heated to a stable temp somewhere between 76-80F. If it's in an unfiltered, unheated bowl, the constantly fluctuating water chemistry and quality will also stress the fish out to the point of stopping eating and getting sick, this is why bowls are unsuitable for fish.

What kind of food? If the fish is in its optimum perfect environment, some Bettas are fussy eaters and refuse some brands of food. In that case try some live bloodworm or a different brand of Betta food.

FYI I would recommend feeding a Betta 1-3 pellets daily, skipping a day once a week, occasionally supplementing with other foods instead such as live foods and cooked de-shelled pea.

Bettas can be real fussy about food. Personally I would recommend a staple diet of Hikari Bio-Gold betta pellets, just a few pellets once a day or every 2 days. And occasional treats of frozen or dried bloodworms. Live mosquito larvae would be a food they're used to in the wild, but suggest not to deliberately breed mozzies due to the risk of dangerous mosquito-borne diseases.

Check the temperature of the water and also water parameter readings like pH and kH. The temp should be 75-82F, water should be soft and acidic (pH 6 - 6.5). You can lower the pH & simulate a natural habitat by adding blackwater extract or cheaper way is using dried oak leaves or Indian almond leaves (the brown tint of the water is natural). Of course you also need to do regular water changes to control water quality. If he looks stressed, it would be beneficial to have floating plants to diffuse tank lighting and some other plants or decor to act as hiding places for security. Bettas like broad leaved plants where they can take a rest on. Make sure that anything used in the tank has no sharp or jagged edges that might tear his fins.
 
I feed him as recommended every 3 days, with only a pinch of food - which he hardly eat. The food ends up at the bottom of the tank. Would this mean my fish is sick or something?
