Why monk don't get weapon proficiency bonus in d&d 4th edition?

I was using the +3 bonus from unarmed strike with my monk on my attack and a friend pointed to me that the bonus doesn't appear on the character builder, I was wondering why would the proficiency bonus from weapon would not apply on monk ability ? Is it cause it's psychic ability, or cause the weapon keyword is missing ? I tried with unarmed strike equipped and a spear and the bonus stay the same.

Could someone help me out as why it's like that ?
