why might the fuel for my dirt bike not be flowing to the carburetor?

i have had this bike for a long time, it has had its difficulties but for some reason, the fuel isn't flowing from the tank to the carburetor, someone help please, and if you can, give good details on what to do
 
is there a fuel shutoff valve??
How Long Did this sit with out being used??
Sometimes todays gas formulas dry up and clog small fuel passages if it is allowed to sit a long time.
If you have a rubber fuel line going from the tank to the carburetor on the motor, can you pull it off (OUTDOORS) and have a catch pan handy, if the fuel comes out of the tank, then the tank part is ok, put the hose back then take it off the carburetor, does fuel come out of the hose??
IF you have fuel to the carburetor, does it get thru the carburetor?
that might be where it dryed up and pluged up
