Why isn't the government in control of weapons and military equipment manufacturing?

Why should anyone in the private sector, or worse - other countries - be allowed to purchase military equipment and weapons. It's illegal to use them to defend yourself - you can't purchase a gun and use it in self defense on a police officer for example. You'll be thrown in jail forever. If the equipment used by military is manufactured by the public sector, specifically for military operations - the cost would be much much less because profit would be taken out of the equation.
Edit - Right, the so-called military/industrial complex is what you are describing. But the point is, these defense corporations are just legal arms dealers - surely people aren't that paranoid about getting invaded that they need to supply arms to potential enemies such as was the case with Saddam Hussein - how did that deal turn out for US taxpayers?
