Why isn't my russian tortoise eating?

I just got a russian tortoise in May. He was just a baby when I got him. Recently he hasn't been eating much. At first I thought maybe it wasn't warm enough in there since it's gotten colder out so I got him another heat lamp and now the temp is always 90-95 but he still isn't eating and today I moved him and his shell felt really soft. I don't have a UV light that allows him to get Vitamin D but I do sprinkle powder stuff on his food that he eats, but since he isn't eating I don't think he's getting any calcium. Also I do have cuttlebones in there for him to nibble on to get calcium but he hasn't touched them. So I feel like I'm doing all that I can for him and he still isn't eating. I'm really worried about him any suggestions? I might take him to the vet when I get paid next week but still it's pretty expensive just for an office visit, so I'd love to try some advice before I do.
 
It could be a parasite..they're pretty common in reptiles. Could also be he slowed down due to the cold weather, then got a bit of a calcium deficiency and just can't bounce back. Reptiles do tend to eat less during the colder weather, so I wouldn't worry too much. Just book an appointment with a vet for next week and have him checked out just to be sure.
