Why isn't my car's rear bumper shiny after touch up?

I have 2004 VW Jetta Gray Metallic, color code LD7X and I bought this touch up spay can on eBay.

It's supposed to be single stage. I live in Chicago and the temperature outside was 65F. Before spraying the touch up paint I sanded the rear bumper area off first with 2000 grit paper until it was evenly smooth. Once it dried it looked flat/dull. I mean it does not shine like the rest of the car. The seller said it was single stage and no clear coat was needed. They said it was because it needs to be applied under a temperature of at least 75F. Is this true? How can I make it shine? I sued to work at a BMW dealership and they touched up cars outside in the winder all the time with fantastic results. I never looked at how they did it exactly though.

I tried rubbing compound and then polish trying to make it shine a few days after and the paint came off.

Anyone have any recommendations? Some better site that will match my paint? The paint doesn't seem to perfectly match, maybe it's because it's not shiny. ???
