Why isn't bottled water "cartoned"?

There is a lot of concern over the fact that the typical bottles used for bottled water, especially individual sizes (like 16 or 20 ounces) are not recyclable or biodegradable. Why isn't water sold in cartons like juice and certain dairy products? Would it make a significant difference in consumer awareness of the problem if water was sold in cartons to be transferred into travel sized re-usable bottles by the consumer? Is there any chemical reason that purified water would be affected by storage in cartons? Or, is it simply that the bottled water plants are not equipped for using cartons and do not want to make the extra investment?
