There's a girl I've known for a long time, and we've always been on really friendly terms. We like each other, (we even hooked up and almost dated a long time ago, but that's another story). Since then, we've tried to connect as friends and she has texted me, shared things on facebook sometimes, etc. Recently she said she missed me, she wanted to see me or hang out, etc... We played phone tag, texted, she was on my facebook a lot...But then every time I try to make plans with her she flakes out.
Like on a Friday night recently she texts me saying "hi watchu up to" etc. so the following night I asked if she wanted to do something....she got back to me the next day saying she was busy, and she says "ill holla at u if you want
" .... then weeks go by and I never hear from her.. It's like she's really friendly and then whenever I reciprocate and actually try to just hang out with her, she disappears.. She's done this SO many times, that it's ruined my trust now and I'm pretty hurt by it. It's completely mixed signals.
She's always told me how much she respects and looks up to me etc. so I don't why she would deliberately want to screw me, it doesn't make sense. What's the deal?

Also, not pursuing a relationship here, just friends - so i can't figure out why she's so on-and-off
